Duty-free import of personal property
1. Permanent relocation – you must move from a non-EU country to Bulgaria and establish your habitual residence here.
2. Ownership and use – the items must have been your property and used personally for at least 6 months prior to the move.
3. No commercial purpose – the items must be personal, not for sale.
4. Import within a specified period – the items must be imported within 12 months of the date of establishment in the EU.
Required documents:
1. Application to customs for exemption from customs duties.
2. Document of relocation – e.g., certificate of address registration in Bulgaria, rental agreement, or notarial deed.
3. List of items – detailed description, quantity, and value.
4. Documents of ownership and use – invoices, registrations, photos proving that the items are yours and have been used for at least 6 months.
5. Document of termination of residence in a third country, if applicable.
6. Citizenship document and ID card/passport.
7. Transport documents – waybills, documents from the transport company.
What can be included:
Furniture, clothing, electrical appliances.
Personal car (under certain conditions).
Bicycles, sports goods, pets (with the relevant veterinary documents).

EORI registration: why it is necessary and how to do it
EORI (Economic Operators Registration and Identification) is a registration number required for every economic operator or natural person performing customs activities in the EU.
Why is it necessary?
1. Without an EORI number, official import, export, transit, or customs warehousing cannot be performed.
2. It is required by customs for the identification of the person/company.
How is it done?
1. Registration is done through the electronic system of the Customs Agency in Bulgaria.
2. An electronic signature is required.
3. After submitting an application, a unique EORI number is issued, valid throughout the EU.
Import
Importation refers to the introduction of goods from a country outside the European Union into the territory of Bulgaria (or another EU member state).
Key points: Customs clearance is required. Customs duties, VAT, and excise duty (if applicable) are usually payable. It can be done by companies and individuals. An EORI number is required.
Export
Export is the process of transporting goods from Bulgaria (or another EU member state) to a country outside the EU.
Basic requirements:
A customs declaration must be prepared. VAT exemption is possible. An EORI number is required. A customs agent may be used.
Re-export
Re-export refers to the export of goods that have previously been imported without having been significantly processed or used in the country.
When is it used?
1. When goods are rejected after import.
2. For temporary imports (e.g., for exhibitions).
3. No customs duties or VAT are payable if the paperwork is completed correctly.
Transit
Transit is a customs procedure that allows goods to move through the territory of one or more countries without paying customs duties and taxes in those countries, until they reach their final destination.
Types of transit:
1. External transit (T1): For goods that do not originate in the EU.
2. Internal transit (T2): For goods from the EU passing through countries outside the EU.
Purpose: Facilitates international trade and logistics.
